IAA and Foreign Trade Organization of Austria signed cooperation agreement

Far East Agency for Investment Attraction and Export Support and Foreign Trade Organization of Austria at Austrian Federal Chamber of Economy signed a cooperation agreement in the framework of St. Petersburg International Economic Forum.

The document was signed with the purposes of investment cooperation in Russian Far East, development, extension and improvement of industrial, trade and economic relations.

According to the agreement, the parties will share information regularly, facilitate conclusion of contracts, as well as to provide support in organization of events in Far East of Russia and in the territory of Republic of Austria, establishment of direct contacts between companies of both countries.

Besides, participants of the agreement will cooperate in organization of mutual events in the framework of international and specialized forums and events, such as Eastern Economic Forum, Petersburg International Economic Forum.

«We are interested in welcoming investors in Far East of Russia, – Leonid Petukhov emphasized. – We see the interest, which Austrian investors show to the macro-region, and consider the opportunity to open a representative office of the Agency in Austria».

He also told that arrival of a business-mission of Austrian companies at Far East of Russia is planned for autumn of this year.

A fund in China will be established for investments into Far East companies

China Overseas Development Association intends to register a fund for Russian-Chinese cooperation which will promote cooperation with Far East companies. Mr. He Zhenwei, Secretary General of China Overseas Development Association told about it during panel session «New cooperation prospects between China and Russia: prospects of development», which is held on May 24, in the framework of SPIEF. Total amount of fund will be equal to almost 1 trillion rubles.
«Future development of Russia is in Far East. I believe that goods times are coming for its development. And we plan to implement new project there, we will use investment funds, in particular. Within a year we want to register a fund for China-Russian cooperation for companies in Far East. For instance, a big logistic project is implementing in Primorye now – a transport corridor «Zarubino – Hunchun» which makes a big impact on development of regional ports as well as on cooperation of Far East and North-East of China », – he told.
He also noted that association is considering the opportunity to implement projects in several Far East regions now. At that Mr. He Zhenwei emphasized that an important factor for successful implementation of all plans are good relations between state leaders of both countries.
«In short order Vladimir Putin intends to visit China and I think he will inform our leader Xi Jinping during the meeting about Eastern Economic Forum which will be held in September in Vladivostok. It is a very good platform and if Russia, China, Korea and Japan create a unified position at this forum, it will have a huge positive resonance and change entire international situation », – completed his speech Secretary General of China Overseas Development Association.

Unified information center will be established for Far East of Russia

Yuri Trutnev, Vice Prime Minister, Russian Presidential Envoy in Far East Federal District told today on the margins of St. Petersburg International Economic Forum about plans to establish a unified information center operatively responding to any changes in economy of Far East.
According to presidential envoy, information center will monitor changing of state of implementation of investment projects. It will monitor project stages for each project, as well as provide for collection of information, its storage, analysis, model and forecast processes developments in macro-region for efficient and operative managing decision making.
It will be recalled that more than 1300 investment projects are implementing in Far East as of today, whose total amount of declared investments is 3,8 trillion rubles. Implementation of these projects will allow to create 125 thousand new jobs in the macro-region.

Far East Agency for Investment Attraction and Export Support and Belgian-Luxemburg Trade Chamber in the Russian Federation have signed a cooperation agreement

Far East Agency for Investment Attraction and Export Support (Investment Attraction Agency – IAA) and Belgian-Luxemburg Trade Chamber in the Russian Federation have signed a cooperation agreement at St. Petersburg International Economic Forum.
The document provides investment cooperation development between businessmen, firms, as well as enterprises and associations of Far East Federal District of the Russian Federation, including residents of advanced development territories and Free Port of Vladivostok, and Kingdom of Belgium and the Grand Duchy of Luxemburg.
IAA and Belgian-Luxemburg Trade Chamber will also assist each other in organization and visits of delegations of business community, in establishment of direct contacts between companies, registered and acting in the Russian Federation and countries of Belgian-Luxemburg Economic Union. The agreement also provides creation of the most favorable conditions for organization and participation of companies in international and specialized exhibitions and fairs.
It will be recalled that Leonid Petukhov, General Director of Far East Agency for Investment Attraction and Export Support signed several agreements in addition to it. Particularly, a three-party memorandum of intentions was concluded as for implementation of entire cycle plant cultivation project for growing (production) of soya, rape and rape oil with Sojitz Corporation and «MKR-Capital»; a three party cooperation agreement for forest products stock trading development with St. Petersburg International Commodity Exchange (SPComex) Alexey Rybnikov and Primorye region; a cooperation agreement with Foreign Trade Organization of Austria at Federal Economic Chamber of Austria.

First Russia-Korea Forum of inter-regional cooperation will be held in 2018

The first Russia-Korea forum of regional cooperation will be held in 2018 году in the Republic of Korea. Alexander Krutikov Deputy Russian Far East Development Minister reported that in the course of 12th meeting of Russia-Korea Subcommittee for Far East and Siberia.
«It was decided that the first forum will be held in 2018 in Republic of Korea to intensify cooperation not only between regional governments, but also between businessmen. All Far East regions will participate in it. We propose that the second forum will be held in Primorye region. It is very important for us that this forum has a specific economic agenda, facilitates growth of mutual trade and increase of joint investment projects», – Alexander Krutikov said.
The chairman of Korean part of the Sub-commission, Deputy Minister of Foreign Affairs of the Republic of Korea Yun Sung Gu, noted a special importance of the forum between the regions.
«The practice dictates that when regional governors are elected by citizens directly, they are striving for more independence, including that in economy, they implement their own projects, therefore extension of contact area between the regions in such countries as Republic of Korea – it is extension of contact area of the entire country with partner countries. For regional governors it is very important to develop economy and improve standards of life in their regions, and in this sense Republic of Korea considers as very important to develop contacts between regional governments and companies located therein», – the head of Korean delegation said and emphasized that regions of Republic of Korea have sufficiently large resource for extension of cooperation with foreign countries.
Trade and Industrial Chambers, foreign trade associations, small and medium business companies can be involved into the work of the forum. It is expected that places of the form will become by turn regions of Republic of Korea and Far East of Russia.
As Alexander Krutikov said, elaboration of such interregional cooperation mechanism of both countries has been completed and the document is planned for execution during upcoming 17th Meeting of joint commission for economic, scientific-technical cooperation between Russian Federation and Republic of Korea, which will be held in Seoul on June 7.
It will be noted that the decision about the first interregional forum between both countries was made in the framework of Far East Economic Forum.

Recommendations for work in Far East will be prepared for Korean investors

Special recommendations can be prepared for Korean investors, considering an opportunity to implement projects in Far East of Russia, under the auspices of Governments of Russia and Republic of Korea. This became known at the 12th meeting of Russia-Korean Subcommittee for Far East and Siberia, in the course of which the parties discussed practical issues of cooperation of two countries in Far East, as well as preparation to 17th Meeting of joint commission for economic, scientific-technical cooperation between Russia and Republic of Korea, which will take place in Seoul on June 7.
As Alexander Krutikov said, trade turnover between Far East regions and Republic of Korea has made 7 billion USD, increasing by 29% in comparison with 2016.
«Economies of our countries complement one another very well. Far East can become a junction point of these mutually supportive opportunities», – said Alexander Krutikov, Chairman of Russian part of the Sub-commission, Deputy Russian Far East Development Minister.
He emphasized that the task of governments of both countries is to create conditions to implement cooperation potential.
«The practice of many countries shows that private investors implementing projects abroad always reckon on support of its government. And such support is not always financial. It is important to demonstrate to the investor that the projects they want to and can implement in Russia will be supported as much as possible by governments of our countries. For this purpose under the auspices of Government of Russia and Government of Republic of Korea we consider as useful to issue collected recommendations for South Korean companies in Russian Far East, which will help investor to assess opportunities and risks, as well as to learn about supporting measures, which a Korean company can receive both in its own country, and in Russia, if it decides to invest to Far East », – Alexander Krutikov said.

It will be noted that Korean investors support center works in Vladivostok in present time, which was opened in November last year. Memorandum on establishment of Korean investors support center was concluded at the third Eastern Economic Forum between Far East Development Agency for Investment Attraction and Export Support (AIA) and Korea Trade Investment Promotion Agency («KOTRA»). Now 8 projects are implemented for about 230 million USD in the framework of new development mechanisms of Far East.
For attraction of new investors, the Days of Korean investor are held. On March 6, it was held for the second time and brought together 75 companies with total annual amount of revenue over 300 billion USD. 24 companies were from Republic of Korea, 51 companies were from Russian Federation.
It will be recalled that cooperation of Russia and Republic of Korea in Far East is going on in several directions at the same time. In particular, the initiative «9 bridges» is actively discussed. The goal of the initiative is development of cooperation in nine directions, among which – investments to Far East, shipbuilding, port infrastructure, Northern Sea Route. Today the master plan of actions is coordinated in the framework of «9 bridges». It is expected that the document will be discussed by Russian President Vladimir Putin with his Korean colleague Moon Jae-in during the visit of the President of Republic of Korea to Moscow in June of this year.

Investment breakthrough of Far East will be discussed in St. Petersburg International Economic Forum – 2018

The Far East agenda will be a part of business program of St. Petersburg International Economic Forum, which will take place on May 24–26. Upon results of 2017 Far East has become a leader among federal districts in growth of private investment amounts to economy of the region – the growth was equal to 17,1% and average Russian index was 4,4%. The causes of improvement of investment climate and prospects of new investors attraction to the region will be discussed by participants of panel session «Far East breakthrough. How to become the leader in growth of private investments».
«St. Petersburg International Economic Forum is a recognized established forum of world importance for discussion of the most important issues of economic development and increase of business activity. A special place in the forum program will be allocated to issues of development and promotion of investment attractive image of Far East », – Anton Kobyakov, advisor to the President of the Russian Federation emphasized.
Representatives of federal executive authorities, Russian and foreign business community, and leading experts will participate in the discussion. The participants of panel session will discuss main areas of regional investment attractiveness, competitiveness of Priority Development Areas (PDA) and Free Port of Vladivostok (FPV) with preferential regimes of leading countries of Asian-Pacific Region, effectiveness of regimes of PDA and FPV, as well as steps for attraction of new investors to the region.
Investment attractiveness of the region will be also discussed in the framework of business dialogue «Russia – Japan». Earlier it became known that Japan will participate in SPIEF-2018 as a guest country headed by its Prime Minister Shinzo Abe.
In May 2016 Shinzo Abe proposed Vladimir Putin, President of the Russian Federation a cooperation plan with eight items, in the framework of which over 100 joint projects are considered, and many of them are left the stage of contract execution behind and entered the stage of practical implementation. In the framework of the business dialogue a discussion is expected about achievements and current problems of cooperation between Russia and Japan in the framework of the 8-items plan and about opportunities and prospects for business between the countries in new fields.
Further discussion of prospects of Far East priority socioeconomic development and integration of the region into economy of Asia-Pacific countries will be continued in the framework of IV Eastern Economic Forum, held on September 11–13 in Vladivostok.

Receipt of applications from future participants of gold flushing contest started in Magadan.

At mass media briefing Vladimir Pecheniy, Governor of Magadan region reported that receipt of applications from future participants of gold flushing contest “Gold digging luck” has started in Kolyma. Organizers have already received five applications from Kolyma residents. They will be registered till June 22, 2018.
In 2018 the contest will take place on July 14, 2018 at the coast of Gertner bay in Okhotsk Sea. Due to many people willing to try gold fever, steering committee in 2018 increased number of participants up to 100 people. In 2017 only 80 candidates for a million valued super-prize году could take in their hands gold pan and scraper.
«Gold flushing contest is a unique tourist event for our country. And it takes place in Magadan only. Prize money is equal to 2,5 million rubles. Super-prize is one million rubles. We wait for inrush of participants from central part of the country», – Vladimir Pecheniy said.
He reminded that the second place prize is 600 thousand rubles, that for the third place– 400 thousand rubles. The rest of prize money will be dustributed among winner of the fourth and fifth places, in the “Profs” nomination. The “Profs” nomination will be for those who have won «Gold digging luck» in previous years.
Russian citizens at the age over 18 who has no previous convictions and health problems can try their luck. Last year newcomers and participants from other regions of Russia were given priority.
They had less than a half an hour for flushing gold-bearing sand «in the old-fashioned way», by means of the hack and gold pan. Doing so, precious metal was obtained in the first half of the 20th century in Magadan region before its industrialization.
The organizers create authentic environment due to re-construction of gold miner’s tent camp patterned after real tent camps of hundred years ago. Photo-shooting zones and field kitchen will work for guests and participants. Regional travel agencies prepare an extra program with rafting Kolyma rivers and horse riding.

The Government of Russia has approved filing order of investment projects in Far East Federal District for inclusion to the state program

Russian Federation Government determined the order of amendment in methods of selection of investment projects, intended for implementation in Far East and Baikal regions. The respective governmental regulation was published on May 8.
The document approves filing order of inclusion of private investment projects into state program of the Russian Federation «Socioeconomic development of Far East and Baikal region».
Therefore, Far East investment project initiator can submit the documents for inclusion of this project to State program. The document package includes business plan, financial model with an opinion certifying its sufficiency and a cover letter. Within 30 days the application will be examined by specialists of Russian Far East Development Ministry, the decision on inclusion is made by a sub-commission chaired by Yuri Trutnev, incumbent Vice-Prime Minister and Plenipotentiary Envoy of the President of the Russian Federation.
22 investment projects with aggregated investment amount of 147 billion rubles are approved for inclusion to the state program «Socioeconomic development of Far East and Baikal region». Such decision was made in April this year at the meeting of Sub-commission for implementation of investment projects in Far East of the Governmental Commission for Socioeconomic Development and Baikal region. Two more projects was sent to further elaboration and will be examined at regular meeting of the sub-commission.

Russian Far East Development Ministry is reckoned among the most transparent federal executive authorities

Open government summed up the results of transparency monitoring of the work of executive authorities. Russian Far East Development Ministry grew up by 23 positions in self-examination rating upon results of 2017 and took the eighth place among 60 federal executive authorities.
Internal transparency score of Russian Far East Development Ministry is equal to 375,5 points from 430 points. For comparison: the ministry scored 238 points last year. The Top-10 also included Federal Service on Surveillance for Consumer Rights Protection and Human Well-Being (Rospotrebnadzor), Russian Federal State Statistic Service (Rosstat), Russian Federal Road Agency (Rosavtodor) and Federal Tax Service.
Implementation of «Initiative Project» of Russian Far East Development Ministry has scored maximal point– 120. In addition, the ministry takes the first place in self-examination rating for mechanisms «Clarity of legal acts» (30 points) and «Public reporting» (29 points).
The work has been performed in social networks: information in official accounts of the Ministry in «Facebook», «Vkontakte» and «Twitter» was provided in more compact way and in due time. In 2018 a group of Russian Far East Development Ministry was created in «Odnoklassniki».
An official channel in TamTam messenger was also opened, where informational digests of chief news about Far East is published.
As a result Russian Far East Development Ministry became a leader of transparency rating of executive authorities in social networks in 2017.
